even in ancapistan, you wouldn't be able to write a license-contract like 'ohh don't reverse engineer my software' that would be formally enforcible. it'd be like saying 'i'm teaching you this arabic phrase you can use if you're in trouble, but you have to promise not to try and find out what it means.' that's strictly speaking exactly what you're doing. reverse engineering a binary is specifically the act of "translating" it from a form machines can read to a form more legible to you.

like if i say the phrase you gave me, and i get whatever range of reactions from several people immediately getting me water to some shaking their heads and going "eiwa, durka durka mohammed allah" even a total non-philologist would gather the phrase is a request for water. isn't that an attempt to discern meaning? asking for that not to happen is as reasonable as asking for a person not to percieve an object placed before him. there's a whole subconscious thing that forces it to happen. the guy can't meaningfully promise to suppress this. if i were a judge and that contract ended up in front of me, i'd question the circumstances of signature and probably order the execution of both / all signatories and all lawyers / notaries involved in the drafting and signing of the contract for being silly.
