Some people will always feel entitled to handouts, and since UK pretty much allows to live someone in no-go neighborhoods under a medieval law system while on welfare, grooming kids on the side, it's probably pretty attractive to those kind of people.

In America you could refuse to pay for a service you don't want, and in a lawsuit would probably swiftly win. Jokes aside, once you go fat, you create new fat cells, which are easy to deplete but not easy to kill. These fat cells are also largely what causes hunger, and of course want to be filled. So keeping slim is a fair bit easier than getting slim. That's probably why you manage to keep slim, since you never really crossed the line, though like someone else said you might be eating less than you think. Getting slim requires a decent amount of self-denial, which most fat people don't have.
