In Bulgaria everything's free but with stupid rules
To enter any university you must have graduated 12th grade, university is really cheap but I dont understand why they don't let people in without 12th grade, your entire K12 education is paid for by the government, and university is like mega cheap. So why don't they allow people who didn't graduate just pay for university and be able to study. It'll save the government money and make them more.
