A complete system is not merely a kernel and a coreutils - you need far more software.
The foundation of free software is GNU - despite the constant malicious attempts to "bunker bust" that foundation with proprietary bombs, the foundation stands strong.
Despite how much GNU software the developers BusyBox/Linux systems try to remove, no matter the cost (they all suck), they're still dependent on the complete GNU system of software when it comes to actually compiling such distributions.
