a marxist framework makes it really simple actually.
The material base is capitalism (monopolies accumulating wealth).
The ideological superstructure is liberalism (the ideas, rules and customs culturally reinforcing the accumulation).
Neo-Liberalism is Liberalism in Post Modernity or Late Stage Capitalism whatever you wanna call it. It makes no sense to differentiate Liberalism from Neoliberalism at all that's why I usually don't do it.
Chuds will also remark how it makes everyone gay and brown and that's also true but not a consistent definition on it's own

this is actually quite fitting for describing zoomer post-liberalism.
With the right wing zoomer shift post-liberalism often means "we want less gay and brown" quite literally, as they are instinctually aware of how the rich privatize profitable migration while socializing problematic immigration and also colonize former emancipation movements as pawns and ideological justification.
Sadly they choose to respond with idpol ("Jews bad") instead of class struggle
