It's a threat in plenty of situations, not just among countires or domestic groups vs colonialists. Cultures in the sense of values, etiquette and costumes among people can be and are a threat. Even on the web where people gets brainwashed or coerced by the powers that be to normalize behavior that usually would be deemed unhinged and deranged, check cesspools like Mastodon, Bluesky, Twitter, Reddit or 4chan, those impose cultures, and these degenerates can be a threat to Fediverse as we traditionally know it.
This happens with plenty of stuff and at any scale, a bunch of degenerates with a rotten culture can move to your neighborhood tomorrow and be nothing but a nuisance.

Minorities can be a threat too, ask the british about the correlation between sexual assault crimes and muslims in UK (cc @yomiel ). I'm sure most people outside the web don't want these islamic crowd in their towns, said muslims probably would rather be back im their countries than in UK as well, but it's easier to run away from problems than to solve them, besides they don't give a shit if they live like literal slaves, as long as they can worship god and whatever shit.
