The world is not purely black and white, but a lot of gray, and you have to judge these things on a case by case basis.
Ukraine's own government (their version of a congress) suspended the elections because they were being invaded, and still are being invaded. That does not make someone a dictator, it means their term has been extended, legally, due to circumstances outside the control of Ukraine.
