yt-dlp still works on a VPN for me, though sometimes you will get rate limited or prompted to use cookies
the actual youtube website itself has blocked VPNs (prompting 'sign in to continue') for years now iirc, even on non-geoblocked content.

honestly, i've gotten re-used to watching online content at 360/480p after a couple of years of watching videos via invidious and capping my yt-dlp to 480p to ensure it loads instead of buffering content
