I know this isn't fully what you're talking about but Santiago de Chile is located in a valley surrounded by mountains and it's also an intensely stratified city so most of the higher-class comunas are literally higher up in the mountains compared to the poorer districts that line the lower central valley. All the city's smog and pollution settles at the bottom for physics reasons, too, which adds to the visual effect.
