Emulates what exactly? Think for a moment.

You're not thinking through. What processor does the PS4 have?

ah that's where you're coming from. But I think just building a compatible software environment on the same processor qualifies as emulation, I wouldn't know what other term to use

The right term for same-ISA systems is virtualization, ShadPS4 is a VM, it doesn't involve emulation, unless you're trying to run ShadPS4 on Power9, aarch64 or something like that.

It's also why ShadPS4 is also far less demanding in CPU than RPCSX3, which has to compile PPU instruction modules to emulate the PS3 processor.

but android emulators are also called that despite x86_64 Android existing. I have heard no one call Waydroid a VM

I don't have a clue about Android crap because that platform is abysmal dogshit but my first guess as to why Android for amd64 is a thing and might work with aarch software is because:

1. Programs on Android already run on a Java-like VM.
2. Android for amd64 itself already includes a proprietary ISA emulator of some kind.

I don't think that's the case, apps are not cross-architecture, so you have a very limited collection on x64. There's no real consumer-facing images, it's mostly a thing for corporate appliances or vendor-specific stuff

Apps can be cross-architecture if they run on top of a VM, the only thing that needs native ISA is the VM itself, that's how Java or Python works.
