I thought Legendary'ing a skill in Skyrim would like, give you the perk points back and resets your level but you stay as powerful as you were and then it's a way to be even stronger in that skill
Apparently it just completely resets the skill entirely and all perks

I guess the point of it is so you can still keep getting main levels, since you'd cap out at level 81 if every skill was at 100
So you can reset it all with Legendary and then keep leveling past 81 if you want the challenge, but you do start over with all those skills so no more being able to craft things or chop heads off etc
