The word "Nigger" is a cultural US export here, it's mainly known from Hollywood movies and hip hop music, but doesn't really get used here unless you're terminally online.
"Neger" used to be a fairly neutral term, some grandmas in the countryside will still use it with no bad intent, for example for small chocolate cream cakes ("Negerkuss", translated Negro's kiss). "Mohr" is also a neutral word. Increasingly less with younger people of course because of Anglo-Saxon woke cultural imperialism

My gramps was a PoW too although not in Russia. I think Dagda's summary is correct.
Recently, gramps was reading the book 'Neger, Neger, Schornsteinfeger!' by Afro German writer Hans-Jürgen Massaquoi, and talking about it with people, casually dropping the N word because he's 100 years old and everyone knows he's not a nazi.
