@georgia sadly, arm CPUs aren’t that great for many tasks on Linux yet.
also there is an arm kit for framework 13 laptops out there
that’s as close as you will get it apple would rather die.

There are RISC-V boards for Framework laptops. I heard they're still not very fast, but maybe one day we'll see RISC-V mobile and desktop that's on par with M* chips.
