bhakta --> one who worships, venerates
culturally, you could describe yourself and be described as a bhakta of whatever god you worship. e.g. in hindi, "mera dost ganesh [ka] bhakt hai"; gloss: "of-mine friend ganesh ['s] worshipper is"; tl: "my friend is a worshipper of ganesha"
then you widen from that to describe fanatics, esp. of politicians, esp. hindu or "right-wing" (indian left vs right isn't fully analogous to the west) ones, as bhakts. so a modi-bhakt is basically a die-hard always-trump kinda guy but for modi.
i'm not sure the context meeper is using it and am less familiar with .in politics than other indians.
