Bhairava is like the aspect of Ultimate Reality (Para Brahman) that is the void, Hes a form of Shiva yes but also refers to a state of pure consciousness reached through yoga devoid of any movement of the Shakti, the "place where the Shakti trembles" I once heard it called. Meanwhile Kali is like the aspect of Ultimate Reality (Para Brahman) that is pure chaos, the ultimate expression of the Parashakti. of course, an even higher truth is that Bhairava and Bhairavi (His consort and another aspect of Adi Parashakti) are one, both are pure Purusha.
